An important part of the background for the thesis is on the one hand the attention given by the Government to the use of new technology in education, and also the political unanimity surrounding it. On the other hand, there is the wide and often remarked discrepancy between expectations and results. A scrutiny of the key basic documents for introducing technology is accordingly a focal point of the thesis. One of the primary aims is to throw new light on some of the dilemmas surrounding the implementation of technology in schools. This is done by studying the formation of meaning associated with the use of new technology since the 1980s, when computer technology was first introduced into Norwegian schools in earnest. Taking its point of departure in discourse analysis, the project seeks to identify patterns for the use of concepts and argumentation, continuation and interruption, and it investigates whether meaning formation is part of societal change and if it can be perceived as hegemonic. A key tendency is for the pupil to be increasingly described as the active part in relation to new technology and for the learning concept to supplant that of teaching. This foretokens the learning society, self-change and individual freedom and marks a break with core values in the industrial society such as intentionality and causality. On the other hand the technology perspectives are associated with the values of the industrial society, the ideals of progress, simplification and an increase in efficiency. Another noticeable change is that evaluations based on the premises of the education system are being succeeded by external perspectives. The 1980s are characterized by nuanced, didactical evaluations of the technological solutions. The teacher is in the centre and is seen as the establisher of premises for technological development. From the 1990s the position of the teacher is diminished, argumentation made universal and didactics marginalized. The teacher becomes a recipient of ready-made technological solutions. External perspectives are also signalized by “teaching” and “learning”, as the primary pair concepts used to describe pedagogical activities, losing ground and being succeeded by “opplæring” (“training”) or “utdanning” (“education”).en
