dc.description.abstractStudien undersøker skjønn i praktisk barnevernledelse, hvor de kommunale barnevernledernes opplevelser av skjønn i egen ledelse er sentralt. Ledelse i barnevernet er aktualisert ved at det i flere sammenhenger er pekt på manglende ledelse, lederkompetanse og lederskjønn. Kritikken mot manglende ledelse i barnevernet kommer også som følge av at flere norske barnevernssaker er klaget inn for den Europeiske menneskerettskommisjonen. Samtidig gjennomføres en kvalitets- og strukturreform i barnevernet, og reformen skal blant annet bidra til en styrking og profesjonalisering av ledelse i barnevernet. Studien har et hermeneutisk fenomenologisk utgangspunkt og baserer seg på et kvalitativt forskningsdesign med semistrukturerte intervjuer og dokumentanalyse. Det er foretatt intervjuer av 28 deltakere. I tillegg inkluderer datamaterialet 19 ulike dokumenter som utgjør grunnlaget for en dokumentanalyse. Studiens funn avdekker at barnevernledernes skjønnsutøvelse i hovedsak skjer som en kollektiv prosess sammen med lederteamet eller medarbeiderne. Det kollektive skjønnet er av faglig karakter, og lederskjønnet utøves i mindre grad. Videre viser studien at kryssende krav og forventninger og økende kompleksitet fører til en opplevelse av paradoksale spenninger hos barnevernlederne. Paradoksale spenninger bidrar til å skape tvil om lederskjønnet og barnevernleders handlingsrom. Spenningene skapes blant annet av manglende samsvar mellom de nasjonale forventningene til barnevernlederrollen og den lederrollen barnevernlederne beskriver at de utøver. Det underbygges av at barnevernlederne har en sterk faglig identitet, noe som bidrar til at de faglige aspektene vektlegges i større grad enn de ledelsesmessige. Samlet fører dette til at de nasjonale forventningene om at barnevernlederne skal fungere som hybride ledere i liten grad innfris. Studien fremhever at lederskjønnet utgjør et sentralt element i barnevernledelse, men at det utfordres av barnevernledernes sterke profesjonsidentitet og den kollektive faglige skjønnsutøvelsen. Det pekes på noen av utfordringene dette fører til for utøvelse av lederskjønn og for ledelse av det kommunale barnevernet, blant annet det som kan oppfattes som en slags reform- og ledelsesresistens i barnevernet. I avsluttende del diskuteres det hvordan barnevernledernes opplevelser av lederskjønn i dagens ledelsespraksis kan fungere som grunnlag i utviklingen av morgendagens lederskjønn og barnevernlederrolle. Samlet kan det gi barnevernledere bedre forutsetninger for å ikle seg rollen som hybrid leder.en_US
dc.description.abstractThe study examined discretion in practical child welfare leadership, particularly the municipal child welfare leaders’ experience of exercising discretion. Leadership in child welfare is relevant because the Norwegian child welfare services are presented with weaknesses in leadership, leadership competence and leadership discretion. This is partly a result of the European Court of Human Rights having convicted Norway of human rights violations in several child welfare cases. At the same time, quality and structural reform have been implemented in the child welfare service. The reform aims to contribute to an improvement in leadership in the child welfare service. My approach was to take a hermeneutic phenomenological perspective based on a qualitative research design that included semi-structured interviews and document analyses. The qualitative interview sample consisted of 28 participants, and the document analysis consisted of 19 documents. The 19-item document sample included government publications and written submissions from unions that organise child welfare and social care workers. The study showed that child welfare leaders primarily use discretion via a collective process that involves the leadership team and staff. It indicated that collective discretion is most often professional, while leadership discretion is exercised to a lesser extent. Furthermore, the study found that contradictory requirements and increasing complexity create paradoxical tensions amongst child welfare leaders. These tensions challenge leadership direction and reduce leaders’ managerial discretion. They arise as a result of a gap between national expectations of the child welfare leader’s role and the leadership role that the participants described that they exercise. This is supported by the fact that the child welfare leaders identify strongly with a professional logic, which contributes to the professional leadership role being emphasised to a greater extent than the hybrid leadership role. The national authorities expect them to exercise a hybrid leadership role, and they meet these expectations only to a limited extent. This study emphasises that leadership discretion constitutes a key element in child welfare leadership; however, that discretion is challenged by the child welfare leaders' strong professional identity and the collective professional exercise of discretion. Some of the challenges this leads to in the exercise of leadership discretion and the management of the municipal child welfare service have been pointed out, including what can be perceived as a reform and leadership resistance in the child welfare service. We discuss how the child welfare leaders’ experiences of leadership discretion can form a basis for the development of tomorrow’s leadership discretion and leadership role. Overall, leadership discretion can give child welfare leaders’ better conditions for exercising a hybrid leadership role.en_US
