dc.description.abstractTemaet for denne avhandlingen er kommunalt omdømmearbeid. Gjennom tre artikler og i kappa analyseres sentrale aktørers motivasjon for omdømmearbeid, og hvordan aktørers posisjon (politikk og administrasjon) og motivasjon kan påvirke hvilke mål og strategier som velges i omdømmearbeid. For å forstå og forklare aktørers rolle i omdømmearbeidet benyttes et rasjonelt og et nyinstitusjonelt perspektiv. Avhandlingen analyserer både surveydata (en norsk og en dansk undersøkelse av kommunale omdømmearbeider), intervjumateriale, omdømmelitteratur og dokumenter. Funnene i denne avhandlingen viser at det har vært få studier som eksplisitt fokuserer på hvilke rolle kommunale aktører har i omdømmearbeid. Funnene viser videre at kommunale aktører kan være motivert av å oppnå mål for kommunen gjennom omdømmearbeidet – de velger omdømme som en rasjonell respons på utfordringer de har, og de tilpasser omdømmearbeidet til sin kontekst. Kommunene velger ulike satsinger i omdømmearbeidet – det bygges hovedsakelig omdømme av kommunen som sted og/eller som organisasjon. Et viktig funn her er at det ser ut som dette valget har sammenheng med aktørene involvert. I store kommuner er administrasjonen i større grad med i mål- og strategiutformingen og de setter spor etter seg. Med mer administrativ involvering desto mer går omdømmearbeidets innhold mot interesser som er mest i tråd med administrasjonens domene, altså å forbedre kommunen som organisasjon. I avhandlingens dybdestudie av en liten kommune, er imidlertid politikerne sterkt involvert sammen med flere aktører. Jeg trekker fram to implikasjoner ved mine funn: For det første at administrasjonen har stor innflytelse på mål- og strategiutformingen. Her argumenterer jeg for at omdømmearbeidets tidligere faser krever diskusjoner som er av politisk natur. «Hvem vi er» og «hvor vi vil» er politiske spørsmål. For det andre viser funn fra dybdestudien at omdømmearbeidet kan åpne opp for muligheter for tillitsbygging og demokratisk innovasjon gjennom aktiv inkludering av innbyggerne.en_US

dc.description.popularabstractThis thesis deals with reputation management in local government. It consists of three articles that analyze the literature on reputation management in the public sector, major actors’ motivation for reputation work, and how political and administrative actors pursue goals and strategies in reputation work in local governments. I find that municipal actors, on the one hand, can act rationally when pursuing reputation strategies, as they seek to fulfill goals they have. On the other hand, they act appropriately as they adapt the reputation policy to their local democratic context. Further, I find that municipalities mainly pursue two different strategies. For one, place reputation strategies, and secondly: an organizational approach where the municipality as an organization is in focus. An important finding is that the choice of strategy depends on the actors involved. The greater the administration involvement in forming goals and strategies, the more the organizational reputation strategy is chosen. However, in the case study of one municipality, the politicians are highly involved, which might create a different kind of process. Two implications are discussed in this thesis: Firstly, the early phases of reputation building requires political discussions. “Who we are” and “where we are going” are questions local politicians must engage with. Secondly, the case municipality showed that a reputation process with politicians and citizens involved, can spur trust and local democratic revitalization.en_US
