Teknisk analyse av et ny bygget sykehjem i 2021 etter passivhus standard. Dokumentasjon av funn etter stikkprøvekontroll av FDV

Abstract

SAMMENDRAG Da det skulle bygges nytt sykehjem på Åse i Andøy kommune ble det besluttet at det skulle bygges etter passivhus standarden som stiller strenge krav til utførelse og dokumentasjon. Hensikten med denne oppgaven er å gjennomføre en teknisk analyse bygget og innebærer å undersøke om bygget er oppført etter oppgitt kravspesifikasjon i anbudet og kontrollere FDV-dokumentasjon etter forskrifter og standarder. FDV-dokumentasjon er viktig for bygget skal kunne driftes og vedlikeholdes på riktig måte. Dokumentasjon er også viktig når det skal gjøres utskiftninger, bygges om og når bygget skal utfases og rives. For å kunne gjennomføre case-studiet av sykehjemmet ble først gjennomført et litteraturstudie for å danne grunnlaget for hvilken dokumentasjon som kreves og hvilken lover og standarder som må følges. Deretter ble sykehjemmet befart og en rekke tekniske installasjoner kontrollert og dokumentert. Siste del av oppgaven var å gå gjennom FDV-dokumentasjon og sjekke etter avvik og kontrollere kostnader opp mot norsk prisbok. Etter gjennomgang av levert FDV dokumentasjon viser det seg at det ikke er levert tilstrekkelig og god nok FDV-dokumentasjon. Det kan se ut som at det har vært liten eller ingen kontroll av dette fra byggherrens side. Årsaken til dette er ikke drøftet i oppgaven, men det kommer frem av byggeregnskapet at det er satt av 2.500 MNOK til byggeplassoppfølging. Totalprisen til prosjektet er høyere enn totalprisen stod i Norsk Prisbok. Den største årsaken til dette var høyere kostnad på VVS - installasjon. Den var 1 294 kroner dyrere pr m2 enn beløp til VVS – installasjon i Norsk prisbok. Totalt sett var kostnaden for bygningen 2046 kr dyrere pr m2 sammenlignet med Norsk Prisbok. Sykehjemmet er bygget i henhold til funksjonsbeskrivelse og tekniske forskrifter. FDV dokumentasjon er mangelfull og kostnaden er høyere enn Norsk Prisbok uten at standard er høyere enn vanlig. ABSTRACT When a new nursing home was to be built on Åse in Andøy municipality, it was decided that it should be built according to the passive house standard, which sets strict requirements for execution and documentation. The purpose of this assignment is to carry out a technical analysis of the building and involves examining whether the building has been constructed in accordance with the requirements specified in the tender and checking FDV documentation in accordance with regulations and standards. FDV documentation is important for the building to be able to be operated and maintained in the right way. Documentation is also important when maintenance is done, modifications are done and when the building is to be phased out and demolished. In order to be able to carry out the case study of the nursing home, a literature study was first carried out to form the basis for what documentation is required and what laws and standards must be followed. The nursing home was then inspected and a number of technical installations were checked and documented. The last part of the task was to go through FDV documentation and check for deviations and check costs against the Norwegian price book. After reviewing the submitted FDV documentation, it turns out that the documentation is not sufficient and good enough. It may appear that there has been little or no control from the client side. The reason for this has not been discussed in the thesis, but it appears from the budget that 2,500 MNOK has been set aside for construction site follow-up. The total price of the project is higher than the total price stated in the Norwegian Price Book. The main reason for this was the higher cost of plumbing and sanitary installation. It was NOK 1,294 more expensive per m2 than in the Norwegian price book. In total, the cost of the building was NOK 2,046 more expensive per m2 compared with the Norwegian Price Book. The nursing home is built in accordance with the function description and technical regulations. FDV documentation is insufficient and the cost is higher than the Norwegian Price Book without the building standard being higher than usual.
