Verdensbanken er en viktig aktør i mange lands utbygginger av vannressurser. Organisasjonen gir lån, gir råd og legger en del føringer på hvordan en slik utbygging vil fortone seg. I denne avhandlingen undersøkes Verdensbankens handlingsmåte i utbygging av vannressurser, og hvordan to tilsynelatende motstridende prinsipper er med på å påvirke hvordan utbygging og fordelingen av vann skal bli. I avhandlingen fokuseres det på to måter å behandle vann på: som en menneskerettighet og som et økonomisk gode. Argumentasjonen som legges til grunn for at vann skal behandles som en menneskerettighet er at det vil være med på å sikre alle tilgang til ressursen. Argumentasjonen som legges til grunn for å behandle vann som et økonomisk gode er at det er med på å sikre at utbygginger av vannressursen gjennomføres, forbruket reguleres, samt at det kan føre til økt bruk av private aktører og dermed en mer effektiv tildeling av ressursen. På bakgrunn av Verdensbankens egne uttalelser, og undersøkelser fra tre prosjekter, konkluderes det i avhandlingen med at det er prinsippet om vann som et økonomisk gode som klarest gjør seg gjeldende i vannprosjekter som Banken er involvert i.
